The new building regulations will come into force on July 1, 2025 (with the exception of certain parts, such as the duty of care provision, which will come into force on January 1, 2025).

One clear change is that the general guidelines have in many cases been removed or no longer have the same governing character as before – now the actors themselves must justify how the functional requirements are met. The regulations are becoming more function-based (as BBR already was), but with greater freedom in how the requirements are met—at the cost of stakeholders needing to be able to justify and verify that the solutions actually meet the requirements.
