Information
Since May 2, 2011, the building legislation has changed. The updated Planning and Building Act has made the rules simpler and clearer, which improves the conditions for a more uniform application of the law.
The former title "Quality Manager" was changed to "Control Manager", and the requirements for control and supervision have been tightened.
- It has become clearer what should be examined during the technical consultation and what conditions must be met to obtain a start or final decision.
- It is now more specified what a control plan should contain and when it should be submitted to the municipality.
- The role, competences and tasks of the Control Officer have changed, replacing the previous Quality Officer.
- The municipality is obliged to carry out at least one visit to the construction site during the construction process to ensure compliance with the conditions laid down in the building permit or the start notice.
The Control Officer assists the developer in drawing up a control plan for the project. The control officer ensures that the control plan is followed and that all relevant rules and regulations are complied with and that the necessary checks are carried out during the construction process.
There are two levels of competence for Control Officers, and both require certification.
Competence class N
Inspections of a normal nature may include the construction of new buildings, extensions, conversions or other alterations to single- or two-family dwellings, apartment buildings with no more than two storeys, or works related to shelters and prefabricated warehouses. This also includes the demolition of buildings with no more than two floors or works related to nursery schools, small industrial and office buildings and sports grounds.
Competence class K
Controls of a more complex nature may include new construction, extension, conversion, other alterations or demolition of buildings irrespective of the number of storeys, or works relating to shelters, large school buildings, cableways, tunnels and caverns, radio or telecommunications masts and wind turbines. It also includes inspections of fixed tanks or other fixed installations for chemical products hazardous to health and the environment, and inspections of buildings and installations for flammable activities of a more complex nature.

What does it mean to be an inspection officer?
A building control officer (BCO) plays a key role in construction projects and is responsible for ensuring that the building complies with laws and regulations and that the quality is of a high standard.
