The certified person in stage 3 must have the following competences:
Be able to understand and apply the applicable statutory requirements, the General Provisions, the Swedish Transport Administration's rules for traffic and safety facilities and the requirements set out in the relevant tender documents. In addition to in-depth basic knowledge according to step 1 and step 3, the following must also be included: Road Safety Regulations and Road Tunnel Regulations when the procured object contains TEN-T road and tunnel.
- Be able to take into account and minimise conflicts that may arise during the construction phase and future maintenance operations between the requirements of the working environment and the needs of road users during the planning and design phase.
- Be able to perform ongoing risk analysis.
- Be able to carry out written work preparation, or be able to explain why written work preparation does not need to be carried out, as required in the tender documents.
- Be able to execute, for certified personnel in step 2, a drawing or sketch showing how the necessary traffic and safety devices should be positioned to achieve a good working environment, as well as good safety and acceptable accessibility for road users.
- Understand the relationship between traffic disruption works and the needs of road users for road safety and accessibility.
- Knowledge of the measures that planning and information can help to improve safety and accessibility for road users.
- Be able to handle the Trafikverket's web system for traffic information.
- Be able to communicate in Swedish.

Competency and certification requirements for certain roles in managing and supervising construction and design services (abbreviated as APV 3.0)
This course is a preparatory training for the certification exam for those who will:
- Manage and lead teams of staff in stage 2, carry out work preparations and more.
- Address the needs of road users during design, construction and future maintenance.
- Carry out site monitoring, construction management or delivery monitoring in the APV area.
- Responds for current traffic information.
Target group
The competence requirement is directed to both design and construction assignments. Personnel designated by the contractor or consultant must complete the Stage 3.0 certification test. Certified personnel in stage 3.0 must be able to understand and apply the applicable statutory requirements, the General Provisions, the Swedish Transport Administration's rules for traffic and safety facilities and the requirements set out in the relevant tender documents. In addition to the in-depth basic knowledge according to step 1 and step 3, the Road Safety Regulations and Road Tunnel Regulations must also be included when the procured object contains TEN-T road and tunnel.
