Background

The Swedish Transport Administration sets out requirements that contractors and consultants must meet through the contract by having staff with the right skills. These requirements must be met before they start their work. The target group for this includes staff carrying out road works or similar tasks, such as design tasks or management works, on or near the roadway where vehicles pass. In addition to general basic competence level 1.1, these persons should also have APV 1.3.

The web training is based on the Swedish Transport Administration's latest requirements and guidelines, TDOK 2018:0371 and TDOK 2018:0372. It covers laws and regulations for people who perform road work and how these rules should be applied to different types of work. The course also provides an understanding of the risks that can occur during road work and how these can be prevented to create a safe working environment.

 

Examples of roles and tasks requiring competence in steps 1.1 and 1.3 include

  • coating personnel, basic contractors, employees of persons with stage 2 requirements, design or service contractors,
  • guards who also carry out pilotage,
  • road workers driving their own road maintenance vehicle and those carrying out maintenance work in or on the facility.
