Target group

For those who transport dangerous goods, work in warehouses, load/unload dangerous goods, classify dangerous goods, issue transport documents, package dangerous goods according to the value-added quantity exemption, maximum 1000 points. and other personnel who have duties related to the transport of dangerous goods by road or rail.

This course is a basic requirement for anyone transporting or assisting in the transport of dangerous goods.

All personnel involved in the transport of dangerous goods must be trained. This online course is aimed at anyone involved in the transport of dangerous goods but who does not require a full ADR certificate.

If a person is to perform tasks for which he or she is not trained, this may only be done under the supervision of a trained person. This course is relevant to consignors, transporters and consignees.

Purpose of the training

staff are made aware of the risks and hazards associated with the dangerous goods they handle and the applicable rules. Unlike driver training, 1.3 training does not require approval or authorisation from the MSB. The MSB does not issue a certificate of completion of this training, but you will receive a certificate of competence after this course.

As the regulations are revised and updated every two years, it is appropriate that the 1.3 training is also repeated every two years. The periodic training should be documented by the employer. Completed training should be documented by the employer and the worker.

ADR 1.3 training is not linked to a specific quantity limit, but to the role of the person in the transport chain. However, it is common for staff with ADR 1.3 competence to handle shipments below certain exemption levels.

For example, drivers and other staff may handle so-called 'limited quantities' or 'excepted quantities', where full ADR authorization is not required - but ADR 1.3 training is still mandatory.

Examples of common quantity limits:

  • For 'limited quantities', a maximum of 30 kg per package applies depending on the substance class and packaging limit

Remember: It is always the responsibility of the business to decide what type of training is required based on quantities, topics and tasks.

In order to stay under the 1000 points limit of the ADR (according to chapter 1.1.3.6 of ADR-S 2025), a specific point calculation table is used for the transport of dangerous goods in limited quantities. Each substance is assigned to a transport category (0-4 ) with a corresponding limit score.

 This means that a maximum of 333 liters of petrol per transport unit can be transported without requiring full ADR equipment and an ADR driver certificate - provided you have ADR 1.3 training.
